Union Budget 2019 Highlights: Sitharaman Proposes Study In India

Finance Minister Nirmala Sitharaman has delivered her maiden budget. In her first budget, she laid emphasis on improving the standards of literacy and quality of education. The call to 'study in India' is one of the key highlights every individual in this country should know. The roadmap for implementing the new National Education Policy had started and there is also a provision for setting up the Higher Education Commission.

Sitharaman said the allocation for education for 2019-20 will be more than three times the revised estimates. 1. The government will be bringing a New National Education Policy to transform India's higher education system. The new policy proposes major changes in both school and higher education among others, better governance systems and brings greater focus on research and innovation.

2. A National Research Foundation (NRF) will be established to fund, coordinate and promote research in the country. It will strengthen the overall research eco-system in the country.

3. Massive online open courses through the SWAYAM portal will help the student community to stand out in the competitive world. The Global Initiative of Academic Networks (GIAN) programme started to up-grade the quality of teaching.

4. India's share in the World University Rankings is very less and not even a single university in the top 100. In order to increase the standards, an amount of Rs 400 crore will be provided under the head, ''World Class Institutions'', for 2019-20.

"India has a potential to become a hub of higher education. I propose to start a program 'Study in India', this would focus on bringing foreign students to India in our higher educational systems," Nirmala Sitharaman said.

5. Draft legislation for setting up the Higher Education Commission of India (HECI), would be presented in the year ahead.

6. To expand Khelo India Scheme, the government has decided to provide all necessary financial support. It has also been decided to set up a National Sports Education Board for Development of
Sportspersons under this scheme.

7. In order to make youth take up jobs in foreign countries, the government has decided to focus on skills including language training. This will lay focus on new-age skills such as Artificial Intelligence (AI), Internet of Things, Big Data, 3D Printing, Virtual Reality and Robotics.
