The setting was an event held in Gurugram, organized by the All India Saini Seva Samaj, where the CM shared bold new measures to support SC and OBC students, alongside broader welfare schemes.

A Big Boost for Aspiring Engineers and Doctors
In a game-changing move, students from Scheduled Castes and Other Backward Classes (OBC) pursuing medical and engineering degrees in any government institution across India will now receive full scholarship support. This new scheme is part of the state's vision to ensure no deserving student is left behind due to financial constraints.
To make the process hassle-free, a dedicated portal will soon be launched, allowing eligible students to apply online with ease.
More Inclusive Policies for Backward Classes
- Creamy layer income limit for backward classes has been raised from ₹6 lakh to ₹8 lakh per annum.
- Backward Class-B is now included in the reservation system for Panchayati Raj institutions and urban local bodies.
- Affordable educational loans of up to ₹15 lakh for Indian institutions and ₹20 lakh for studying abroad will be made available at a nominal 4% interest rate for families with an annual income under ₹3 lakh.
These steps mark a significant push towards making education and representation more accessible to historically marginalized communities.
Remembering Mahatma Phule: The Power of Education
Chief Minister Saini paid heartfelt tribute to Mahatma Jyotiba Phule, praising his relentless fight against social evils like child marriage, untouchability, and his advocacy for women's education, widow remarriage, and equality. Phule, who pioneered education for girls during the British Raj, believed that education is the greatest tool for social transformation - a belief echoed in the CM's speech.
Saini linked Phule's ideals with Prime Minister Modi's mantra: 'Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas', highlighting that empowering every child through education is the most fitting tribute to Phule's legacy.
Farmer Welfare & Household Support: Haryana Leads the Way
Beyond education, the CM spotlighted Haryana's leading role in farmer welfare. It was the first state to guarantee the purchase of crops at Minimum Support Price (MSP) - a bold step to protect farmer incomes.
Additionally, under the 'Har-Ghar Grihini Yojana', 17 lakh poor households now receive LPG cylinders every month at a subsidized rate of ₹500, ensuring energy access for all.
