The University Grants Commission (UGC) has introduced a new policy allowing higher education institutions in India to admit students twice a year. Previously, admissions were limited to the July-August period. Now, students can also be admitted in January-February, starting from the upcoming academic session.

Flexible Admission Options
This decision provides institutions with the flexibility to increase their student intake and launch new programs. UGC Chairman M. Jagadesh Kumar explained, "Every university offers admissions in July/August. If they wish to offer programmes in January, they are welcome to."
However, biannual admissions are not mandatory. Institutions can choose to offer admissions in one or both cycles based on their infrastructure and faculty availability. This approach allows universities to better utilize their resources, especially in facilities like labs.
Background and Implementation
The UGC first tested biannual admissions with open and distance learning (ODL) and online programs. The trials showed that nearly half a million students benefited from the January admissions, who would have otherwise waited a year.
"There is a possibility that even in the physical mode, students who missed admissions in July/August will have the opportunity to join in January," Kumar said. This aligns with global practices and could potentially increase the Gross Enrollment Ratio (GER).
Institutional Adjustments
Universities planning to start a second session in January will need to get approval from their academic and executive councils. Amendments to institutional regulations will also be necessary. The biannual admission system can apply to PhD, postgraduate, and undergraduate programs.
For programs requiring entrance exams, universities can now align their admission cycles with the UGC's twice-a-year UGC-NET. The Common University Entrance Test (CUET) for postgraduate programs is optional, and many universities use their own criteria for admissions. This flexibility extends to undergraduate programs, where CUET is not mandatory for non-central universities.
Entrance Exam Adaptations
Regarding entrance exams, Kumar noted, "Entrance exams are now technology-driven. If they are conducted twice a year, it will be beneficial to students." The UGC aims to implement biannual entrance exams through the National Testing Agency (NTA) over time.
This new policy marks a significant shift, offering greater flexibility and opportunities for students and institutions alike, ensuring no one has to wait a full year to start their education journey.
