Tamil Nadu CM Urges PM Modi to Raise Scholarship Income Ceiling for SC/ST and OBC Students

Tamil Nadu Chief Minister M.K. Stalin has written to Prime Minister Narendra Modi urging an increase in the family income ceiling for post-matric and pre-matric scholarships for students from Scheduled Caste (SC), Scheduled Tribe (ST), and Other Backward Classes (OBC) communities. In his letter dated December 10, Stalin proposed raising the current annual family income threshold from ₹2.5 lakh to ₹8 lakh, aligning it with the revised Economically Weaker Section (EWS) criteria.

Addressing Educational Disparities

Stalin's proposal highlights a critical issue: the lower Gross Enrolment Ratio (GER) for SC/ST and certain OBC students compared to the general population, as reported in the All India Survey on Higher Education (AISHE). By increasing the income limit, the Chief Minister aims to address this gap and enhance educational opportunities for underrepresented communities.

  • Proposed Income Limit: ₹8 lakh annually (aligned with EWS criteria).
  • Current Income Limit: ₹2.5 lakh annually.
  • Target: SC/ST and OBC students seeking post-matric and pre-matric scholarships.

Stalin emphasized that similar adjustments under the National Overseas Scholarship and Top-Class Education Scheme for SC/ST students have already benefited disadvantaged groups, setting a strong precedent for this change.

Call for Immediate Action

In his letter, Stalin urged prompt action, stating, "I request your favourable intervention in this matter to consider and increase the annual family income ceiling for post-matric and pre-matric scholarships for SC/ST/OBC students from ₹2.5 lakh to ₹8 lakh at the earliest."

This move, he argued, would reduce financial barriers for students from marginalized communities and create a more equitable educational landscape.

The Chief Minister's appeal represents a significant step toward achieving educational equity. Raising the income ceiling for scholarships could:
