According to a notification from the Ministry of Human Resource Development dated 10-06-2015, all degrees, diplomas, and certificates awarded through Open and Distance Learning (ODL) mode by universities established by an Act of Parliament or State Legislature, Institutions Deemed to be Universities under Section 3 of the University Grants Commission Act, 1956, and Institutions of National Importance declared under an Act of Parliament are automatically recognized for employment purposes in posts and services under the Central Government.
However, this recognition is only valid if the qualifications have been approved by the Distance Education Bureau (DEB), University Grants Commission (UGC). If such degrees are not recognized for the relevant period when candidates acquire their qualifications, they will not be accepted for educational qualification purposes. In cases where candidates possess degrees, diplomas, or certificates awarded through the ODL mode of education, they must also produce approval given to the university by the DEB, and UGC for the relevant period during document verification. As per UGC (Open and Distance Learning) Regulations 2017 published in the official Gazette on 23-06-2017, programs in engineering, medicine, dental, nursing, pharmacy, architecture, and physiotherapy are not permitted to be offered under ODL mode.
It is crucial for candidates seeking employment with the Central Government to ensure that their degrees obtained through ODL mode are recognized by the DEB and UGC during the relevant period. Additionally, they must provide proof of approval from these authorities during document verification.
Furthermore, it is essential to note that certain programs like engineering, medicine, dental nursing, pharmacy architecture, and physiotherapy are not allowed under ODL mode as per UGC regulations. However, specific exceptions have been made for B.Tech. degrees/diplomas in Engineering awarded by IGNOU up until the academic year 2009-10 based on a Supreme Court ruling.
