India’s electronics ministry reopened its Artificial Intelligence and Machine Learning (AI/ML) vendor empanelment. The National e-Governance Division listed a fresh reopening on the Central Public Procurement Portal (CPPP). Bid submission ends September 7, 2026; financial bids open September 8, 2026. Media reports on August 24–25 flagged the move; fixed lowest evaluated price (L1) rates will apply. That unlocks an immediate pipeline of government AI projects and staffing.
Eligible entities include Indian companies and limited liability partnerships (LLPs) with three years’ operations. The baseline turnover is Rs 50 crore. Recognised startups and Micro, Small and Medium Enterprises (MSMEs) may receive conditional relaxation. Consortiums are disallowed, and subcontracting requires prior NeGD approval. Documents needed include incorporation, GST, PAN, auditor certificates, and annexures like non‑blacklisting and integrity pact.

NeGD will discover L1 by totalling monthly quotes across twelve defined roles. Technically qualified bidders must submit a written undertaking to match the L1 rate card. Once accepted, those rates remain firm for the empanelment period. The approach standardises billing and speeds onboarding across ministries, states, and public sector undertakings (PSUs).
The baseline roles span AI or Solution Architect, Program Manager, and Business Analyst. They include Data Science Lead, Data Engineering Lead, AI or ML Lead, and MLOps Lead. Operational roles cover AI or ML Engineer, Data Scientist, Data Engineer, and MLOps Engineer. AI Quality Assurance Engineer appears too, with emphasis on generative pipelines and safety evaluation.
On the CPP portal, choose Tenders by Organisation, then Department of Electronics and Information Technology. Filter to National e-Governance Division and search NeGD_AI_RFE_02 or 2026_DIT_920971_1. Open the tender titled Re Opening of Request for Empanelment. Download annexures, prepare the rate card, declarations, and authorisations, then upload digitally signed files.
Round‑one selections reportedly included major integrators; reopening broadens capacity under one rate card. Vendors may accelerate hiring or subcontracting to meet urgent resource requests. Students and professionals should target generative AI, data science, MLOps, and QA roles. Mark September 7 for submissions, and align portfolios to government‑grade compliance expectations.
