CBSE suggests open-book exams for Classes 9 to 12, trial set for November

Officials acquainted with the matter revealed that the Central Board of Secondary Education (CBSE) is contemplating piloting Open-Book Examinations (OBE) in certain schools for classes 9 to 12 this year, aligning with the new national curriculum framework (NCF) recommendations that advocate for innovative assessment techniques.

However, they clarified that there are no current intentions to implement the OBE format in board examinations.

In an open-book exam, students can use their notes, textbooks, or other study materials during the test. Nevertheless, OBEs are not necessarily simpler than closed-book exams; frequently, they pose greater challenges. This is because an open-book test evaluates not only a student's memory but also their comprehension of a subject and ability to analyze or apply concepts. It involves more than simply transcribing information from a textbook onto the answer sheet.

The upcoming pilot run, scheduled for November-December this year, aims to assess students' completion time and gather feedback from stakeholders. Contrary to common misconceptions, Open-Book Examinations present distinct challenges, prioritizing comprehension, critical thinking, and effective synthesis of information over mere memorization.

The CBSE intends to finalize the design and development of the OBE pilot by June, drawing guidance from Delhi University (DU), which successfully implemented open-book tests in 2020. The decision to extend open-book exams to all CBSE schools for Classes 9 to 12 will hinge on the insights gained during the pilot phase.

It's noteworthy that despite challenges, Delhi University proceeded with online open-book exams in August 2020, overcoming opposition and securing approval from the Delhi High Court. The court permitted DU to conduct online open-book exams with specific conditions to ensure fairness and accessibility for final-term students.
The CBSE's exploration of OBE signifies a progressive approach to assessment methodologies in line with evolving educational requirements.
