Budget 2025-26: Key Highlights of Journey Towards Growth and Development

The Budget for 2025-26 has been designed to propel India towards its vision of becoming a developed nation, or Viksit Bharat. The plan hinges on reforms, inclusive development, and accelerating growth. With a focus on agriculture, MSMEs, private sector investment, and rural prosperity, this budget seeks to meet the aspirations of every Indian citizen while ensuring sustainable development.

Budget 2025-26: Key Highlights

Essence of Development: Reforms and Inclusivity

India's journey towards a Viksit Bharat is fueled by the reform agenda aimed at unlocking potential in sectors such as agriculture, MSMEs, and exports. The central theme emphasizes inclusivity by prioritizing marginalized communities, including farmers (Garib), youth, women (Nari), and agricultural stakeholders (Annadata). The guiding spirit behind the budget is to ensure that every Indian benefits from the development, enhancing their living standards and empowering them for future success.

Key Agricultural Initiatives

Agriculture remains at the heart of this year's budget, with an emphasis on building rural prosperity and spurring growth. Key initiatives include:

  • National Mission on High-Yielding Seeds: A five-year mission focused on improving seed quality and resilience.
  • PM Dhan-Dhaanya Krishi Yojana: Targeting 100 districts to help 1.7 crore farmers enhance production.
  • Mission for Cotton Productivity: A special mission for boosting cotton farming, productivity, and sustainability.
  • Kisan Credit Card (KCC): Increased credit facilities with loans of up to ₹5 lakh for 7.7 crore farmers, including fishermen and dairy farmers.

In addition, Makhana and Pulses programs are set up to ensure self-reliance, with a specific focus on climate-resilient, high-yield seeds and post-harvest management.

Empowering MSMEs & Boosting Private Investments

Micro, Small, and Medium Enterprises (MSMEs) continue to be a crucial engine of development. The budget proposes the credit card scheme for micro-enterprises, customized with a ₹5 lakh limit for those registered on the Udyam portal, with plans to issue 10 lakh cards. Further, a new scheme for first-time entrepreneurs, particularly targeting women and SC/ST entrepreneurs, offers loans up to ₹2 crore over the next five years.

Moreover, an ambitious Make in India initiative focuses on promoting the footwear, toy, and food processing sectors. A National Institute of Food Technology in Bihar will help farmers with skilling, entrepreneurship, and youth employment. These efforts are aimed at significantly enhancing employment and export turnover in these sectors.

Investment in Human Capital and Innovation

Building a future-ready workforce is key to this budget's strategy. Key measures include:

  • Atal Tinkering Labs: 50,000 labs will be set up across government schools to foster innovation.
  • National Centres of Excellence for Skilling: Training the youth with global expertise and partnerships.
  • Expansion of Medical Education: Adding 10,000 new medical seats with the goal of reaching 75,000 over the next five years.

Infrastructure and Smart Cities

In terms of infrastructure, the Urban Challenge Fund has been allocated ₹1 lakh crore for smart cities and creative redevelopment. This includes boosting water and sanitation systems and building new regional connectivity routes under the UDAN Scheme. Additionally, asset monetization plans from 2025-30 aim to generate ₹10 lakh crore to fund new projects.

Further, to enhance rural-urban connectivity, Jal Jeevan Mission will be extended till 2028, targeting 100% water coverage across India.

Financial Reforms: Strengthening the Economy

This year's budget places significant emphasis on simplifying India's financial landscape. Among the key proposals are:

  • Raising FDI in Insurance from 74% to 100%.
  • A new 'Grameen Credit Score' framework to improve access to credit in rural areas.
  • Financial sector reforms include measures for easier business mergers and an overhaul of the Central KYC registry.
  • A light-touch regulatory framework for businesses will provide better productivity, employment, and job growth.

In the tax regime, the government has introduced personal income tax reforms to benefit the middle class, with higher tax deductions for senior citizens and an increase in the threshold for TDS on rent.

Sustainability and Green Economy

The emphasis on sustainable growth is clear, with the budget earmarking funds for clean tech manufacturing and green initiatives, including a Greenfield Nuclear Energy Mission for advancing India's nuclear energy sector. The government is also focusing on long-term solutions for agriculture, food security, and climate resilience through gene banks and research.

Supporting Exports and Promoting Global Trade

India's Export Promotion Mission is set to provide sectoral and ministerial support to MSMEs, facilitating easy access to export credits. The BharatTradeNet platform will make cross-border trade easier, with an emphasis on integrating India into global supply chains.

Tourism: An Emerging Sector for Growth

Tourism is poised to play a pivotal role in India's growth strategy. A ₹10,000 crore investment has been proposed for developing tourist destinations and MUDRA loans for promoting homestays. The government plans to introduce streamlined e-visa facilities and performance-linked incentives for state-level tourism projects.

India's Budget 2025-26 is more than just a financial statement; it is a roadmap for the nation's transformation into a developed economy. Through bold reforms, strategic investments in sectors like agriculture, MSMEs, education, and infrastructure, and a deep commitment to inclusivity and sustainability, this budget is primed to accelerate India's growth trajectory, benefiting the nation's people and ensuring secure, inclusive development. With the fuel of reforms and a guiding spirit of inclusivity, the destination of Viksit Bharat is within reach.
