The Andhra Pradesh Public Service Commission (APPSC) is set to introduce a major shift in its recruitment process. As per the new proposal, preliminary exams will only be conducted when the number of applicants is more than 200 times the total number of vacancies.

APPSC Likely to Revamp Recruitment Process: Prelims Only If Applications Cross 200 Times Vacancies
The move aims to make the selection process faster, leaner, and more efficient, saving both time and resources for the commission and candidates.
This proposal is currently under review by the state government and may soon be formally adopted as part of APPSC's recruitment strategy.
Why the Change?
Previously, APPSC had a fixed threshold of 25,000 applications as the benchmark for deciding whether to hold a preliminary exam. This meant that even small-scale recruitments could trigger a prelim round, delaying the recruitment cycle and increasing costs. The new dynamic formula changes this.
Old Rule: Prelims if > 25,000 applications
New Proposed Rule: Prelims only if number of applicants exceeds 200× number of posts
Example:
If APPSC advertises 100 vacancies, a prelim exam would only be conducted if more than 20,000 people apply. Otherwise, the recruitment process will proceed directly with either mains or a single-stage screening test.
What It Means for Candidates
Pros:
- Faster recruitment timelines
- Less burden on candidates, especially for low-competition jobs
- Reduces stress of facing two stages (prelims + mains)
Cons:
- For high-competition roles, prelims will still apply
- Some candidates may feel the lack of prelims affects fair filtering
- Increased importance of the screening test or mains in one-shot evaluations
This change is expected to particularly impact Group 2 and Group 3 exams, which usually attract a wide range of aspirants.
Impact on Recruitment Strategy
The commission believes the new approach will:
- Optimize exam logistics
- Reduce unnecessary prelims
- Make the process data-driven
- Allow focused testing only when there's overwhelming competition
For instance, in the recent notification for Beat Officers and Assistant Beat Officers, the number of applicants did not exceed the threshold, and hence, only a single screening test was scheduled without prelims.
Applicability and Rollout
The policy is currently at the proposal stage and awaits final approval from the AP government. Once notified, the rule will apply across all future APPSC recruitment cycles, unless otherwise specified in individual job notifications.
Until then, aspirants should:
- Keep track of official APPSC announcements
- Carefully read each recruitment notification for exam structure
- Prepare for both prelims and mains as per the old pattern until confirmed
Comparative Details
| Feature | Previous Pattern | Proposed System |
| Prelims Trigger | ≥ 25,000 applicants | > 200 × number of vacancies |
| Default Exam Flow | Prelims + Mains | Mains only or Screening + Mains |
| Purpose | General Filtering | Volume-based filtering |
| Efficiency | Moderate | Higher |
| Time Taken for Recruitment | Longer | Shorter |
Recruitment Example Scenarios
Scenario 1:
- Vacancies: 150
- Applications: 40,000
- Since 150 × 200 = 30,000
Scenario 2:
- Vacancies: 100
- Applications: 12,000
- 100 × 200 = 20,000 > 12,000 → No Prelims, only screening/mains
Note:
The APPSC's proposal to revamp its preliminary exam criteria signals a shift toward a more responsive and streamlined recruitment approach. While this benefits the commission in terms of cost and time, it also demands that aspirants stay more alert and adaptable with each exam notification.
