Parliament passes 16 bills during April to November 2022 ; All You Need to Know

The Ministry of Parliamentary Affairs plays an important role in both the houses of parliament and the government with respect to government business in parliament.

It was created in 1949 as a department, but soon it became a full-fledged ministry with the allotment of more responsibilities and functions. The Ministry strives to provide comprehensive and quality services to a body of citizens comprising the Parliament and its Members as well as Ministries, Departments, and other Organizations of the Government of India and State Governments.

Overall, 33 bills (9 in the Lok Sabha and 24 in the Rajya Sabha) were pending at the conclusion of the 7th session of the 17th Lok Sabha and the 255th session of the Rajya Sabha (Winter Session, 2021). That time, 19 bills were introduced, of which 18 were introduced in Lok Sabha, making a total of 52 bills. Out of this, 16 bills were passed by both houses, and one (in Lok Sabha) was withdrawn.

A total of 35 bills (7 Bills in the Lok Sabha and 28 Bills in the Rajya Sabha) were pending in both Houses of Parliament at the conclusion of the 9th session of the Seventeenth Lok Sabha and the 257th session of the Rajya Sabha (Monsoon Session, 2022).

Budget Session 2022: (31 January-7 April 2022) The first part of the budget session yielded 10 sittings of the Lok Sabha and the Rajya Sabha. In the second part of the budget session, there were 17 sittings in Lok Sabha and Rajya Sabha. In the entire budget session, overall, 27 sittings were held in Lok Sabha and Rajya Sabha. During this session, 13 bills were introduced (12 bills in the Lok Sabha and 1 in the Rajya Sabha). 13 bills were passed by the Lok Sabha, and 11 bills were passed by the Rajya Sabha. The overall bills passed by both houses in this session were 11.

Financial Business: The Union Budget for 2022 -23 was presented on the Lok Sabha on 1st Feburary, 2022. Discussion were held on Union Budgets in both the houses. The Lok Sabha also also discussed and voted the Demands for Grants 2022-23, Supplementary Demands for Grants for the year 2021-22 and Demands of Excess Grants for 2018-19. Supplementary Demand for Grant in respect of the State of Jammu and Kashmir for 2021-22, Demands for Grants in respect of the Union Territory of Jammu and Kashmir for the year 2022-23 were also discussed and voted by Lok Sabha.

Rajya Sabha had returned all the appropriation bills, and the entire financial business was completed prior to March 31st.

The Monsoon Session: ( 18 July - 8 August, 2022) During this session, six bills in the Lok Sabha were introduced . The Lok Sabha approved seven bills, while the Rajya Sabha approved five. Overall, five bills were passed by both the houses. One bill was withdrawn in the Lok Sabha.

The Winter Session: (7th December - 23rd December, 2022) It provided 13 sittings spread over a period of 17 days. During the session, nine bills were introduced in Lok Sabha. 7 bills were passed by Lok Sabha, and 9 bills were passed by Rajya Sabha. The overall number of bills passed by both houses of parliament during this session was nine
