Why Bangalore doesn't have an IIT?

IIT Madras could have been IIT Banaglore.
The West Germans had initially decided to set up an IIT in Bangalore. But education minister C Subramaniam convinced them on Madras.
Madras, now Chennai, had got the fourth IIT in 1959, after ones in Kharagpur, Mumbai and Kanpur
Later IIT Delhi was established in 1961, with the help of British.
There were no new IITs created for 33 years (1961-94).
Later, IIT Guwahati was established in 1994, Roorkee was turned into an IIT in 2001.
Eight new IITs were added in the period 2008-9.
At Bhubaneswar, Gandhinagar, Hyderabad, Jodhpur, Patna, Ropar, Indore and Mandi.
