When Does the UPSC Application Process Begin?

The UPSC CSE notification is usually released in February, followed by the opening of the online application window on the same day or shortly after.

The application process is conducted exclusively through the UPSC Online portal: upsc.gov.in
Before the notification, candidates cannot apply, but they can prepare all requirements in advance.

One-Time Registration (OTR): First and Mandatory Step

UPSC follows a One-Time Registration (OTR) system.
All candidates must complete OTR before filling any UPSC exam form.

What is OTR?

  • A permanent registration profile created on the UPSC website
  • Valid for all future UPSC examinations
  • Needs to be done only once

Details Required for OTR

Candidates should keep the following information ready:

  • Full name (as per Class 10 certificate)
  • Date of birth
  • Gender and nationality
  • Mobile number and email ID (must be active)
  • Father's and mother's names
  • Valid photo ID details (Aadhaar, Passport, Voter ID, etc.)

Once OTR is completed, candidates receive a registration ID and password.

Documents to Keep Ready Before Notification

Before the application window opens, aspirants should prepare scanned copies of the following documents:

  • Recent passport-size photograph (as per UPSC specifications)
  • Signature (scanned, clear, and in required format)
  • Photo identity proof
  • Category certificate (SC/ST/OBC/EWS), if applicable
  • Disability certificate, if applicable

Having these ready helps avoid delays or rejection due to incorrect uploads.

Understanding Eligibility Before Applying

Before filling the application, candidates should ensure they meet the basic eligibility criteria:

Educational Qualification

  • A graduate degree from a recognised university
  • Final-year students are also eligible (subject to conditions)

Age Limit (Indicative)

  • General category: 21 to 32 years
  • Age relaxations apply for OBC, SC, ST, PwBD, and other categories

Number of Attempts

  • General: 6 attempts
  • OBC: 9 attempts
  • SC/ST: Unlimited (within age limit)

Checking eligibility beforehand prevents disqualification later.

Choice of Examination Centres

Before notification, candidates should:

  • Shortlist preferred exam cities for Prelims and Mains
  • Be aware that centres are allotted on a first-come, first-served basis

Early application increases the chance of getting the preferred centre.

Fee Structure (Expected)

Candidates should be aware of the likely application fee:

  • General/OBC/EWS (Male): ₹100
  • Women, SC, ST, PwBD: Exempted

Payment is made online through net banking, debit/credit card, or UPI once the application opens.

Why Preparing Early Matters

Preparing for the UPSC application process in advance helps aspirants:

  • Avoid technical errors during submission
  • Prevent last-minute document issues
  • Ensure accurate personal and academic details
  • Focus on exam preparation instead of administrative stress

UPSC does not allow major corrections once the application window closes, making early readiness crucial.

What to Do Once Notification Is Released

After the notification:

  • Log in using OTR credentials
  • Fill Part-I and Part-II of the application
  • Upload documents
  • Pay the application fee (if applicable)
  • Submit and download the confirmation page
