Union Budget 2022 Live Updates: The Union Finance Minister Nirmala Sitharaman is presenting a paperless Union Budget 2022-23 for the second time setting the ball rolling for the next fiscal on a tablet switching over from the traditional Swadeshi 'bahi khata' like the previous Budget 2021-22 which was delivered in paperless form for the first time.

Presenting the Union Budget 2022, the Union Finance Minister has listed four key priorities of the Union Budget 2022-23 - PM Gati Shakti; Inclusive Development; Productivity Enhancement Investment, Energy Transition, and Climate Action and Financing of Investment.

According to the Union Budget 2022 estimates, the total expenditure in 2022-23 is estimated at 39.45 lakh crores while the total receipts other than borrowings are estimated at 22.84 lakh crores of rupees.

Education being one of the major sectors to be severely hit by the COVID-19 pandemic impacting the lives of millions of students while disrupting as well as transforming the entire education system and pedagogy - from a conventional platform to a virtual and online policy, the Education Budget 2022 is one of the key areas that the stakes holders will be keenly focusing vis-à-vis the government policy and approach.

Let's look at the education budget highlights and key takeaways as presented by the Union Finance & Corporate Affairs Minister Smt. Nirmala Sitharaman in her Budget Speech 2022-23.

In the previous budget, the Finance Minister had termed Education as the fourth pillar of her Budget Speech as part of the Education Budget. The budgetary allocation in the previous year was reduced by 6 percent as it was slashed from Rs. 93,311 in 2020-21 to Rs. 93,224 in 2021-22 accounting for 2.67 percent of the Union Budget 2021-22.

As per the education budget highlights 2022-23, the total outlay for education sector has been increased by 11 percent to Rs. 1,04,277 crores from Rs. 93,224 crores in 2021-22. The higher education department's budget has been increased by 6 percent from Rs. 38,466 crore rupees in 2021-22 to Rs. 40,828 crore rupees in 2022-23 as per the education budget highlights. PM E-Vidha Programme expanded

Speaking about the impact of the COVID pandemic on the schooling and learning process, Finance Minister pointed out the children in the rural areas, especially those from Scheduled Cate, Scheduled Tribe communities, and other weaker sections have lost two years of their formal education, particularly in the context of government schools will be imparted with supplementary teaching. For this purpose, the PM E-Vidha programme has been expanded from One TV channel to 200 TV channels to enable all States to provide supplementary education in regional languages from Classes 1 to 12.

National Education Mission

The budgetary allocation in the year 2021-22 for the National Education Mission (NEM) was Rs. 30,796 which is now estimated at Rs. 39,553 for the year 2022-23 as part of the Education Budget 2022.

Teachers Training And Quality Learning

The Budget Speech 2022 focused on imparting quality training to teachers. In this regard, a competitive mechanism for the development of quality e-content by the teachers will be stepped up to empower and equip them with digital tools of teaching and facilitate better learning outcomes.

High-quality e-content in all spoken languages will be developed for delivery via the internet, mobile phones, TV, Radio, and through digital teachers.

In addition, close to 750 virtual labs in science and mathematics, and 75
skilling e-labs for the simulated learning environment will be set up in 2022-23 to promote crucial critical thinking skills among students and learners.

Setting Up of Digital University

With the education ecosystem going digital, the Finance Minister spoke about the stepping up of a digital university based on the Centre's networked "hub and spoke model" to provide access to students across the country for world-class quality universal education with a personalised learning experience at their doorsteps which will be made available in different Indian languages and ICT formats. The best public universities and institutions in the country will collaborate as a network of hub and spoke.

Developing India Specific knowledge

Closes to five existing academic institutions in different regions of the country will be designated as 'centers of excellence in developing India-specific knowledge in urban planning and design, and to deliver certified training in these areas. In attaining this objective, centers excellence will be provided an endowment fund of Rs. 250 crores each, in addition, the AICTE will take the lead to improve the syllabi, quality, and access of urban planning courses in other institutions.

Drone Shakti for Skilling and Livelihood

The Finance Minister as part of the Union Budget 2022-23, spoke about building a digital ecosystem for skilling and livelihood purpose aimed at empowering the citizens to skill, reskill and upskill through online training under DESH-Stack e-portal to be launched soon and promotion of startups to facilitate Drone Shakti in select ITIs in all states for the purpose.
