Union Budget 2021: Here are some of the key takeaways from the Union Education Budget 2021 Highlights for the next fiscal presented by Union Finance Minister Nirmala Sitharaman with focus on NEP.

Union Budget 2021 Live Updates: The Union Finance Minister Nirmala Sitharaman today presented a paperless Union Budget 2021-22 setting the ball rolling for the next fiscal on a Swadeshi tablet switching over from the traditional 'Bahi Khata'.

The Finance Minister presenting her third Union Budget 2021 in the post-COVID scenario, included Education as the forth pillar in her Union Budget 2021 speech under "Reinvigorating Human Capital" theme.

The key focus area of Education Budget 2021 under the Union Budget 2021 has largely been aimed at realization of the Centre's National Education Policy (NEP) formulated with the objective of bringing about 'transformational reforms' in school and higher education systems in India in the country.

Given this, in her openings remarks during her speech on Education Budget 2021, Nirmala Sitharaman said that the National Education Policy (NEP) launched recently has received a good reception.

Education Budget 2021: School education

  • Setting up of more than 15,000 schools under school education as part of the National Education Policy (NEP)
  • School education to include all components of NEP to emerge as exemplar schools in their regions, including hand-holding and mentoring other schools to achieve the ideals of National Education Policy
  • Setting up of 100 new Sanik Schools in partnership with NGOs, private schools and States

Education Budget 2021: Higher education

  • Legislation for setting up of a Higher Education Commission (HEC) to be established as an umbrella body
  • Higher Education Commission (HEC) to have four separate vehicles - standard setting, accreditation, regulation and funding
  • Creation of a formal umbrella structure in nine major cities housing institutions, universities, colleges supported by Govt. of India for better synergy while retaining their internal autonomy aided by glue grant for the purpose
  • Establishing a Central University in Leh to make Higher Education accessible in Ladakh region as part of the National Education Policy (NEP)

Education Budget 2021: Scheduled Caste And Scheduled Tribe (SC/ST) Welfare

  • Proposal to establish 750 "Ekalavya Model Residential Schools" in Tribal areas
  • Enhanced unit cost of each such school from existing 20 crores to 38 crores and up to 48 crores for hilly/difficult areas for the benefit of tribal students
  • Revamping of post-matric scholarship schemes for the welfare of Scheduled Caste (SC) students with enhanced central assistance allocation of 35,219 crores for a period of six years till 2025-26
  • Post-matric scholarship schemes to benefit 4 crore Scheduled Caste (SC) students

Education Budget 2021: Skilling

  • Amending the Apprenticeship Act with a view to further enhancing apprenticeship opportunities for youth by realigning the existing schemes of national apprenticeship training scheme for providing post-education apprenticeship, training of Graduates and Diploma holders in engineering by allocating over 3 crores for the purpose.
  • Partnering with United Arab Emirates (UAE) to bench mark skilled qualifications, assessment and certification accompanied by deployment of certified workforce
  • Collaboration with Japan for training and inter-training programme to facilitate transfer of Japanese industrial and vocational skills, techniques and knowledge
  • Building and collaboration on skill initiatives with other countries
