Supreme Court Directs States To Give Rs. 2000 A Month For Education Of Children Who Were In CCIs Amid Pandemic

The Supreme Court of India while hearing a 'suo motu' case on the plight of children throughout the country in the juvenile, protection and foster homes during the COVID-19 pandemic has directed all states to give Rs. 2,000 per month for the education of children who were at the child care institutions (CCIs) and now restored to their families.

The top court was informed that 1,45,788 children out of 2,27,518 who were leaving in the child care institutions (CCIs) when COVID-19 pandemic broke out were restored to their families or guardians. In view of this, the Supreme Court directed states to provide Rs. 2,000 per month for their education based on the family's financial condition and recommendation made by the district child protection units (DCPUs).

The Apex court was also of the view that the states were required to nominate a teacher for a batch of 20 to 25 children in the child care institutions (CCIs) to help them access education amid the pandemic.

The Supreme Court further maintained that the district child protection units (DCPUs) will coordinate and oversee the progress made in this regard and while stressing on the need for providing necessary educational infrastructure at CCIs, including books and stationery, for the conducting online classes within 30 days.

The hearing which was presided by a three-judge bench headed by Justice L Nageswara Rao, observed that states should ensure that necessary number of teachers are made available and permitted to teach children in the child care institutions (CCIs) as the pandemic had impacted their normal lives since March with the pandemic outbreak, and were deprived of attending the classes.

The Supreme Court bench, also comprising of Justice Ajay Rastogi and Justice Hemant Gupta, stated that additional classes are necessary for these children to prepare for the exams in March 2021.

The top court had earlier issued directions to state governments and various other authorities to safeguard and take care of children who are living in child care institutions (CCIs) during pandemic period.
