In a crucial judgment safeguarding fairness in medical entrance exams, the Supreme Court of India has directed the National Board of Examinations (NBE) to conduct NEET PG 2025 in a single shift across the country.

NEET PG 2025 to be Held in Single Shift: Supreme Court Overrules NBE's Two-Shift Plan
The decision came after growing concern from aspirants and advocacy groups over the proposed two-shift format, which many believed could lead to discrepancies in evaluation and compromise exam fairness.
Initially scheduled in two separate shifts on June 15, 2025, NEET PG was expected to be conducted across various centres due to logistical reasons. However, the Supreme Court overruled the decision, emphasizing that multiple shifts introduce inconsistencies due to differing levels of question paper difficulty, which cannot be entirely rectified through score normalization.
The Court Stated:
"Any two question papers can never be said to be of an identical level of difficulty. Normalization may work in exceptional circumstances, not as a rule."
A bench led by Justice Vikram Nath criticized the NBE's justification regarding logistical constraints. It highlighted that with technological advancement and the scale of national infrastructure, it is possible to conduct an exam like NEET PG in one shift fairly and efficiently.
Petitions had been filed by groups such as the United Doctors' Front Association (UDFA) and several individual aspirants. These petitions raised apprehensions about last year's two-shift NEET PG format, where candidates reported unfair ranking due to variation in question difficulty. The normalization method used to even out scores between shifts failed to address their concerns adequately.
The Court's decision comes as a major relief for thousands of medical graduates preparing for NEET PG 2025, as it ensures a level playing field. The NBE is now mandated to reorganize the exam logistics to comply with the court's ruling and conduct the entrance test in a single shift.
The revised format is expected to enhance transparency and bring uniformity in evaluation, eliminating uncertainty caused by shift-wise difficulty discrepancies. The official NEET PG 2025 admit cards and exam details are expected to be updated soon on nbe.edu.in.
