National Medical Commission (NMC) Constituted As New Regulator For Medical Education In India

Union Government constituted National Medical Commission (NMC) as the new regulator for medical education in India. The Medical Council of India (MCI) was abolished.

Union Government has constituted the National Medical Commission (NMC) and abolished the Medical Council of India (MCI). The NMC was constituted along with four Autonomous Boards of UG and PG Medical Education Boards, Medical Assessment and Rating Board and Ethics and Medical Registration Board. The Government has rolled out NMC intending to provide transparent, qualitative and accountable medical education. One of the major changes is that the regulator is now 'selected' on merits, as opposed to an 'elected' Regulator.

What Is National Medical Commission (NMC)

Autonomous Bodies Under NMC

  • Under-Graduate Medical Education Board
  • Post-Graduate Medical Education Board
  • Medical Assessment and Rating Board
  • Ethics and Medical Registration Board

These four boards will be assisting the NMC in day to day functioning. The Boards are vested with the authority to oversee Under-Graduate or Post-Graduate education, accreditation and assessment and the matters related to the professional conduct of doctors.

The National Medical Commission (NMC) will be carrying all the reforms initiated by the Board of Governors under Dr V K Paul. As per the reports, the number of MBBS seats has been increased over the last six years by 48% from around 54,000 in 2014 to 80,000 in 2020. The Post-Graduate seats have increased by 79% from 24,000 to 54,000 in the same duration.

  • Common final year exam after MBBS (NEXT- National Exit Test)
  • Fee regulation by Private Medical Colleges
  • Streamlining regulations and rating of institutions
  • HR assessment and focus on research
  • Developing standards for Community Health Providers to serve in primary healthcare with the limited practicing licence.

NEXT - National Exit Test

The National Medical Commission will be working on the NEXT - National Exit Test, which will serve for admission to postgraduate medical courses. However, NEET Undergraduate (UG) will be conducted for the entry to the MBBS and BDS courses. NEET SS will be held for admission to postgraduate Super-Speciality courses.

Advantages of NEXT

Candidates will be granted the licence to practice medicine or medical practitioners for enrolment in the State Register or the National Register.
The NEXT will be a qualifying criterion for candidates who obtain foreign medical qualification and want to practice in India as a medical practitioner.

In August 2019, the National Medical Commission Act, 2019 was passed by the Parliament. The NMC Act will come into effect from 25th September 2020. The Indian Medical Council Act, 1956 stands repealed and the Medical Council of India (MCI) has also been dissolved from the said date.
