Invigorating Advancement: Expanding Capabilities for Technology Transfer Offices Through Renewable Energy

When we talk about renewable energy, we're talking about the energy that comes from nearly limitless, naturally regenerating resources over a human lifetime. Sunlight, wind, rain, tides, waves, and geothermal heat are some of these resources. Renewable energy sources provide sustainable and environmentally acceptable alternatives to fossil fuels like coal, oil, and natural gas, which are limited and when burned, contribute to pollution in the environment and climate change.

Invigorating Advancement: Expanding Capabilities

Bureau of Energy Efficiency (Ministry of Power) is executing a 10-year project jointly with the United Nations Industrial Development Organisation (UNIDO) titled Facility for Low Carbon Technology Deployment (FLCTD) (www.low-carbon-innovation.org) to facilitate the deployment and scaling up of low-carbon technologies in India, to promote the use of clean and efficient energy technologies in industrial and commercial sectors and thereby address technology gaps to mitigate climate change.

In addition to identifying specific high-potential low-carbon technology innovations and nurturing their deployment, verification, and commercialization through technology challenge and accelerator programs, the FLCTD project is also tasked with assisting the strengthening of the technology transfer ecosystem in India, comprising of knowledge-based institutions, industry, government, and end-users.

The FLCTD project's implementation is divided into two main components:

Component I - Innovation Ecosystem for selecting technology innovators and instituting competitive awards.

Component II - Technical assistance for Technology Transfer Support Facility.

The FLCTD project has conducted a mapping and 'as-is' characterization study of the "Technology Transfer Centres to Increase Commercialization of Innovations" in collaboration with the DST-Centre for Policy Research at Panjab University, Chandigarh to identify and assess the factors that inhibit technology transfer from laboratories to private enterprises.

The study was completed by covering two focus group discussions, twenty-five in-person meetings with technology transfer centers across laboratories and higher education institutes, and mapping of innovation ecosystems of Switzerland, USA, South Korea, Germany, and Israel.

The study has identified the need to increase awareness of technology transfer and commercialization aspects of R&D in academic institutions.

The specific need for training and upskilling in technology transfer and commercialization concepts such as TRL upgrade of innovation, technology assessment, technology valuation, negotiations, deal design and drafting, record keeping, and performance review has also been identified.

UNIDO India, and the Bureau of Energy Efficiency (Ministry of Power), are inviting Expressions of Interest from interested parties to develop a capacity-building program to enhance the functioning of existing technology transfer offices, particularly in Higher Education institutes.
