The Concurrent List of the Constitution includes Education, and the majority of schools are governed administratively by the State Governments in which they are located and by the UT Administration. The Department of School Education and Literacy, Government of India, has advised all States and UTs to sign an agreement with BSNL or enter into a memorandum of understanding (MOU) to do so, in order to provide FTTH Internet access to all Government Schools with computer equipment.

A non-recurring grant of up to Rs. 6.40 lakh per school and a recurring grant of up to Rs. 2.40 lakh per school per annum for a term of 5 years are awarded under Samagra Shiksha for ICT Labs. The program also provides step-wise funding based on student enrollment beginning in 2023-2024. Strength below 100 rupees costs 2.5 lakhs, between 100 and 250 rupees costs 4.5 lakhs, and between 250 and 700 rupees costs 6.4 lakhs. The non-recurring grant for smart classrooms- two smart classrooms per school- is worth Rs. 2.40 lakh, while the recurring grant- which covers E content and digital resources as well as electricity costs- is worth Rs. 0.38 lakh.
