Delhi 50% WFH Rule from November 1: Check Winter Pollution Measures

The Delhi government has announced a set of winter pollution-control measures that will affect office working arrangements, parking and construction activities in the capital from November 1, 2026. Under the latest measures, government and private offices will reduce their physical workforce by half, with 50% of employees working from home and the remaining 50% attending offices during the specified winter period.

The government has also announced staggered office timings to spread out commuter traffic and reduce congestion during the winter pollution season. The measures are part of Delhi's broader Winter Pollution Master Plan.

Delhi 50% Work From Home Rule 2026

Under the announced arrangement, offices will operate with only half of their staff physically present at a time, while the other half will work remotely. The measure will apply to government and private offices from November 1, 2026, to February 28, 2027, according to the latest announcement. Essential services have been identified for exemption from the workforce restriction under the broader framework.

For employees, the move will mean fewer daily office commutes during the winter months. Employers will have to organise work schedules and team rosters to maintain operations while following the 50% in-office arrangement.

Delhi Office Timings from November 1

The government has also prescribed different working hours for MCD and Delhi government offices.

The staggered timings will be in force from November 1, 2026, to February 28, 2027 and are intended to spread commuting hours and reduce peak-hour traffic.

Delhi Parking Charges to Double

As another measure to discourage private vehicle use, parking charges at authorised parking facilities will be doubled from November 1, 2026, to February 28, 2027. Parking facilities owned and managed by the Delhi Metro Rail Corporation (DMRC) will remain outside the revised parking charges.

The government has included the parking measure as part of its efforts to reduce vehicular movement during the winter pollution period.

Construction and Demolition Restrictions in Delhi

Dust-producing activities will also face restrictions. Dust-generating demolition and outdoor civil construction work will be prohibited from November 1, 2026, to January 31, 2027. A stricter, complete ban on construction and demolition activities will then apply from December 10, 2026, to January 20, 2027, with applicable provisions for essential public infrastructure projects.

The restrictions are aimed at limiting dust emissions, which are among the sources targeted under the winter pollution-control framework.

The measures are part of a permanent Winter Pollution Master Plan notified by the Delhi government, under which a fixed set of pollution-control measures is brought into force during the winter period rather than requiring separate seasonal orders each year. The framework also contains provisions related to vehicle emissions, fuel supply and waste burning.
