Centre Agrees to Introduce Sex Education in Schools, Colleges After Supreme Court Approval
The Central Government has informed the Supreme Court that it is prepared to introduce comprehensive sex education in schools and colleges across India after receiving the Court's approval.
The proposed curriculum will include age-appropriate lessons on consent, child sexual abuse awareness, healthy relationships, personal safety, and legal rights, based on the recommendations of a national expert committee.
The submission was made during the hearing of a suo motu case concerning the increasing number of cases where consensual adolescent relationships are being prosecuted under the Protection of Children from Sexual Offences (POCSO) Act.
Centre Accepts Expert Committee Report
Appearing before a Bench comprising Justices B.V. Nagarathna and R. Mahadevan, Additional Solicitor General (ASG) Aishwarya Bhati informed the Court that the Union Government has accepted the recommendations submitted by the expert committee.
According to the Centre, the proposed framework is ready for implementation and can be introduced across educational institutions once the Supreme Court grants its approval. The initiative aims to strengthen awareness among children and young adults regarding personal safety, consent, gender sensitivity, and protection from abuse.
Background of the Case
The matter originated after the Supreme Court expressed concern over the growing number of criminal cases involving adolescents engaged in consensual relationships. The Court observed that such situations often result in prosecution under the POCSO Act, particularly when one or both individuals are legally classified as minors.
To study the issue comprehensively, the Centre constituted a 26-member National Expert Committee, chaired by an Additional Secretary in the Ministry of Women and Child Development. The committee was tasked with examining existing legal, educational, psychological, and social aspects of adolescent relationships and recommending suitable policy measures.
Consent and Child Sexual Abuse Awareness in Curriculum
One of the major recommendations is the inclusion of age-appropriate comprehensive sexuality education within school and college curricula.
The proposed curriculum is expected to cover topics such as:
- Understanding consent and personal boundaries
- Prevention of child sexual abuse
- Safe and respectful relationships
- Gender equality and sensitivity
- Emotional and physical development during adolescence
- Awareness of legal protections under child safety laws
- Responsible digital behaviour and online safety
Officials have indicated that the content would be designed according to the age and maturity level of students to ensure that it remains educational, appropriate, and aligned with child protection objectives.
Objective of the Initiative
The proposed programme seeks to equip students with accurate information and practical knowledge to make informed decisions while promoting a safer educational environment.
The broader objectives include:

Supreme Court Yet to Grant Final Approval
Although the Centre has expressed its readiness to implement the recommendations, the nationwide rollout will begin only after the Supreme Court considers the expert committee's report and issues appropriate directions.
The Court is currently examining the recommendations as part of its ongoing proceedings in the suo motu matter concerning adolescent relationships and the application of the POCSO Act.
