UGC at present is seeking a 4 times hike in allocation of the funds during the five year plan period from Rs. 46,632 crore to Rs. 1,84,740 crore in order to accomplish the project. The proposal also includes improvement of autonomous colleges in terms of academic excellence, increase in intake capacity of higher educational institutes and expansion of 'college cluster universities'. The plan document mainly highlights on achieving the 3 main objectives namely; reach and growth, impartiality and inclusion, and quality and excellence with an emphasis on optimizing the use of existing infrastructure developed during the 11th five year plan.
This proposal of 20 universities in the 12th five year plan was proposed in order to promote the participation of girls from traditional background and rural and sub urban areas in higher education. It is ensured that the proposal will be fully funded by the centre while the state government may provide land and assist in setting up these universities.
The document states that all the major facilities such as the infrastructure, playgrounds, library and hostels of the colleges should be internationally designed and classrooms should be equipped with hi-end technology. Supporting the proposal of the constituent colleges for the 40 central universities in India, 20 colleges each will be established in the respective states in the district headquarters, thus adding 800 new colleges in total.
