What is the 7th Pay Commission?
The Pay Commission was established by the Indian government to decide on government employees' salaries, including their basic pay. Seventh pay commissions were established after India gained its independence to review and make recommendations about the pay for all military and civil divisions. P Chidambaram, who was the finance minister at the time, announced the creation of the 7th Pay Commission on September 25, 2013. Dr. Manmohan Singh served as India's prime minister from 2004 to 2014. Justice Ashok Kumar Mathur served as the Commission's founding chairman. The Commission's recommendations were supposed to go into effect on January 1st, 2016, but delays caused by a few problems hampered their execution. The 7th Pay Commission report, which suggested a 23.55 percent rise in allowances, salary, and pensions for more than 1 million government employees, was accepted by the Cabinet on June 16, 2016.
Recommendations of the 7th Pay Commission
Government employees' minimum wage: The assembly session increased the minimum wage (recommended) for an entry-level government employee from 7,000 to 18,000 rupees per month. Class I entry-level officer basic pay is increased to Rs 56,100 per month.
Government employees' maximum salary: Increasing the maximum compensation for government employees from the current wage of Rs. 90,000 per month to Rs 2.25 lakhs per month for Apex Scale, and an extra Rs 2.5 lakhs per month for Cabinet Secretaries and others at similar grade.
Pay matrix: In place of grade pay, the position of a government employee will be decided by the pay level in the new Pay Matrix. To ensure transparency, the Commission has recommended replacing the grade pay system with a new pay matrix.
Working-Related Illness and Injury Time (WRIIL): A new leave will be created by combining the sick or hospital leave and the special disability leave. The Work-Related illness and injury leave will be its official name. Hospitalization for work-related illnesses or injuries entitles employees to full salary and benefits.
Fitment A: Fit: The Commission suggests using a 2.57 standard fitting ratio.
Government employees who are paid at levels 1 to 5 of the pay matrix are likely to see an increase in their fitness factor of up to three times their base salary.
