Further, the UN General Assembly encouraged governments and related national, regional and intergovernmental organizations to take suitable steps to mark the International Civil Aviation Day.

Every five years, the ICAO Council issues anniversary theme for the International Civil Aviation Day. The council also suggests a single theme for the four intervening years between the anniversary period.

In 2019, on the 75th anniversary of International Civil Aviation Day, the theme was "75 Years of Connecting the World." The theme for 2020 was "Advancing Innovation for Global Aviation Development." The council is retaining this theme till 2023.
