In conformity with Article 164, the Governor appoints the Chief Minister for each of the several Indian states. It stipulates that the Governor and the State Council of Ministers communicate through the Chief Minister.

According to Article 167, the Chief Minister serves as an arbitrator between the Governor and the State Council of Ministers. The Governor is not free to nominate anyone, even though our Constitution does not outline the educational qualifications for the Chief Minister's nomination. In addition to exerting executive authority, the Chief Minister is in charge of administration and governance.
The duties and accountability of the Chief Minister during his term are specified in Article 167 of the Constitution. In India, there are now 36 Chief Ministers who oversee 28 states and 8 union territories. Membership in the state's Lower or Upper Legislative Assembly is an essential requirement for becoming the Chief Minister.
In India, assembly elections are conducted for electing the Chief Ministers every five years. The Chief Minister is in charge of administration and governance and has executive authority. In their capacity as duly elected leaders of states and union territories, they are indispensable in establishing policies, advancing progress, and realizing the aspirations of their respective areas.
