The Permanent Education Number (PEN) system, introduced by the Ministry of Education, is a groundbreaking initiative designed to transform how student records are managed in India.

This unique 11-digit identifier will be assigned to every student upon entering the education system, ensuring streamlined tracking and better management of their academic histories. With a focus on digitization and efficiency, the PEN system aims to reduce administrative challenges, improve data accuracy, and make educational transitions smoother for students across the country.
Key Features of the PEN System
Unique Identifier for Every Student: The PEN system assigns a distinct, 11-digit number to each student, which will be used throughout their academic journey. This helps keep track of academic records, achievements, and enrollment details, ensuring a complete history of a student's education.
Digital Record Keeping: With the implementation of the PEN system, the education sector is moving towards paperless, digital record-keeping. This will eliminate issues such as data duplication, loss of documents, and inaccuracies, creating a more efficient and transparent system.
Easier School Transfers: One of the standout features of the PEN system is its ability to simplify the transfer process for students between schools. Previously, students had to deal with multiple documents and paperwork during school transitions, often causing delays and frustration. With the PEN system, school transfers will be managed digitally, allowing for quick and hassle-free transitions, especially for students in crucial academic years such as Class 2, 5, 7, and 8.
Improved Data Management: The system will enable better data management, allowing for real-time updates of student records. This reduces the administrative burden on schools and districts, helping education officers and administrators make informed decisions more efficiently.
How to Get PEN Number?
To get the Permanent Education Number (PEN), students must follow a streamlined process set by the Ministry of Education in collaboration with the UDISE+ portal. Here's a step-by-step guide to acquiring the PEN:
1. Registration with UDISE+
Who Needs to Register?
All students entering the education system at any level-whether primary, secondary, or higher-will be assigned a PEN. This includes students starting at the beginning of their education journey or transferring to a new school.
- Registration Process: The student's information will be registered through the UDISE+ portal. The portal is used by schools and educational authorities to manage records for all students, teachers, and institutions.
2. School Enrollment
- The school will collect the student's details (name, date of birth, parent's information, etc.) and submit them to the UDISE+ portal.
- Once the student's data is entered, the system will automatically assign a Permanent Education Number (PEN) to the student.
3. Automatic Generation of PEN
- After registering the student's details in the portal, the PEN will be automatically generated and assigned. This number will remain unique to the student throughout their academic life.
- It is a one-time assignment, meaning once a student is given a PEN, it cannot be altered, and it will be used for all academic records in the future.
4. Access and Record Keeping
- Accessing PEN: Once the PEN is assigned, students will receive a confirmation via the school's administration, and the number will be recorded in the student's academic records.
- Students will also be able to access their records through Digilocker, an online platform for storing and accessing documents, where their PEN-related academic details will be stored securely.
5. Tracking and Updates
Monitoring and Updates: Schools and educational authorities will be able to track student progress using the PEN system, making it easier to manage transfers, exams, and other academic milestones.
6. For Transfers Between Schools
If a student is transferring to another school, the PEN will ensure that their records are transferred smoothly and accurately. The new school will update the student's details in the UDISE+ system, ensuring continuity in the records.
Benefits of the PEN System
Streamlined School Transitions: By removing paperwork, the PEN system ensures that students can move between schools smoothly, without delays. This is particularly helpful during key academic transitions when students change schools at the start of a new grade level.
Enhanced Data Accuracy: The unique identifier ensures that student records are linked to the correct individual, minimizing errors and discrepancies in academic histories.
Greater Transparency: With a centralized digital system, it becomes easier for students, parents, and administrators to access and manage student data. This transparency helps in maintaining a trustworthy and accountable educational environment.
Boosting Efficiency: By shifting to a digital system, the PEN helps reduce manual tasks, saving time for educators and administrative staff. It also makes it easier to track student progress over the years.
UDISE+ Portal Integration
The PEN system is integrated with the UDISE+ portal, a platform that connects over 14.89 lakh schools, 95 lakh teachers, and 26.5 crore students across India. This integration ensures that student information is updated and accessible across the entire education system. District Education Officers (DEOs) will be able to monitor the progress of student transitions, and data will be synchronized seamlessly across schools.
