Viral forwards claim UPI will be charged for everyone from October. Students can relax. Person-to-person transfers remain free, and most small merchant QR payments stay free too. Only a narrow slice of large-value merchant payments faces a fee under a new framework. Watch two dates: October 1 and October 15.
October 1 is when Meta’s WhatsApp Business Platform revises message pricing for companies, which is unrelated to UPI. October 15 is when a limited merchant discount rate begins for specified UPI person-to-merchant payments. On September 28, the Supreme Court declined a stay, so rollout proceeds.

Sending money to friends, splitting bills, or paying hostel mates remains free. Government clarifications also say 96 percent of merchant UPI transactions are unaffected. Small merchants receiving up to one lakh rupees monthly through P2PM QR codes face zero charges. Consumers must not be charged any UPI “platform fee.”
A nominal 0.4 percent MDR applies only to eligible person-to-merchant payments above two thousand rupees, typically capped at three hundred rupees per transaction. This fee flows within the payments ecosystem, not to the government. Some apps levy separate “convenience fees”; that is a platform decision, not a UPI rule.
From October 1, WhatsApp Business Platform charges companies for some service replies inside the 24-hour window. This affects businesses using the API, not personal chats or regular student users. It does not alter UPI costs, bank transfers, or QR payments in any way.
The Supreme Court issued notices to the Centre, Reserve Bank of India, and NPCI on the challenge to the merchant fee but refused an interim stay. Authorities have four weeks to respond. Until the court rules, the October 15 MDR framework proceeds as notified.
Ignore links claiming “UPI reactivation” or “October fee waiver.” Never share your UPI PIN. Verify the receiver’s name before paying. If scammed, call 1930 immediately and file at cybercrime.gov.in within the first hour; speed improves fund-freeze chances. Save transaction IDs and alert your bank in writing.
Bottom line for October: your UPI transfers and typical student expenses remain free. Only select merchant payments above two thousand rupees may attract a small MDR from October 15, while WhatsApp Business pricing from October 1 is a separate change. Stay alert to scams, follow official updates, and plan expenses calmly.
