From October 1, Delhi-NCR starts its pollution season with a tighter GRAP Stage 1. The Commission for Air Quality Management approved a revised schedule on September 28 and disclosed it on September 29. Expect immediate checks on transport, construction and diesel generators across NCR this week, affecting commuters, builders and RWAs.
The headline change is earlier curbs on buses and generators. CAQM’s note records “Moving actions related to DG Sets and entry of Buses (BS-IV & below) from Stage-II to Stage-I,” signalling tougher first-response steps before air worsens. This shift will shape daily travel and campus logistics from day one.

Inter-city and inter-state buses from eight neighbouring states now enter Delhi only if electric, CNG or BS-VI during Stage 1. Over-age vehicles remain barred under standing directions, while PUCC checks will intensify; CAQM’s May 2026 order restricts fueling without a valid certificate across NCR. Plan longer commutes and carry PUCC.
Stage 1 regulates diesel generator use: only units meeting notified emission standards or retrofitted with approved controls may operate; emergency services like hospitals and lifts retain exemptions. Agencies will verify inventories against the standing DG schedule used in Delhi-NCR. RWAs should document compliance, test run logs, and keep emergency justifications ready.
CAQM has expanded dust-control oversight and amended its 2021 directions. Sites over 500 square metres must register on state portals, enable remote monitoring, operate anti-smog guns, cover material and enforce wheel-washing. Expect surprise inspections and environmental compensation for lapses. Builders should geo-tag measures and keep vendor records handy this week.
Stage 1 activates when AQI hits 201–300; successive bands escalate to Stage 4 beyond 450. CAQM has also trimmed vehicle exemptions at higher stages, tightening movement of older goods fleets. Environmental compensation applies for non-compliance across sectors. Agencies have been told to step up on-ground enforcement immediately. Track AQI daily before planning travel.
For students and offices: keep PUCC updated, prefer metro or college buses, and review remote options if AQI spikes. For RWAs: map DG sets, maintain emergency logs, and run daily dust suppression. For builders: verify portal registration and controls. With GRAP active from October 1, readiness now reduces penalties and disruption.
