The Kerala Legislative Assembly is currently organizing a Certificate Course in Parliamentary Practice and Procedure through distance education to promote the ideals, principles, philosophy, and practices of parliamentary democracy.

The Institute of Constitutional and Parliamentary Studies (ICPS) is a renowned research institution overseen by the Hon'ble Speaker, Lok Sabha, and maintained by the Lok Sabha Secretariat, Parliament of India. Inaugurated by the late President of India and Chief Patron of the Institute, Dr. S. Radhakrishnan, on December 10, 1965, in the Central Hall of Parliament House, New Delhi, it holds a distinctive position in Constitutional and Parliamentary Studies. Serving as a bridge between statesmen, academicians, researchers, and other stakeholders in the field, the institute plays a vital role.
The course serves as an awareness and learning program, catering to individuals with no prior experience in parliamentary procedure and those interested in gaining knowledge about parliamentary practice and procedure. Designed as a basic-level certificate course, it operates in distance education mode, incorporating contact classes, assignments, and workshops. The CPST, established as an integral division of the Secretariat of the Kerala Legislature, manages, regulates, conducts, and controls the course.
