Utkal University of Culture (UUC), Bhubaneswar was established in 1999.

It is the state university and is a first of its type in India and promotes education, research and training in various spheres of culture such as language, literature, religions, visual arts, performing arts, sculpture, architecture, folklore and tribal studies.

The aim of the university is to evolve policies and programs which would enable to make the university a distinct one.

The university is a member of the association of Indian universities (AIU) and also UGC recognized. Its jurisdiction extends to the whole of Orissa.

Foreign and Indian scholars are offered facilities to undertake research in the university.
