IITs show concern, tution fee hike may be reviewed by HRD ministry

The recent hike in the tuition fee of IITs may be reviewed by the HRD ministry. IITs have expressed concern that the hike is not serving the purpose of incresase in the revenue. The director of IIT Roorkee, Pradipta Banerjee has said that the hike has increased the number of students getting exemption from payment of fee and the percentage of students paying full fee may fall up to 12% to 20 % depending on the institute.

 

The Human Resource Development ministry circulated a notice to the IITs acknowledging the difficulties faced by the IITs in view of the large number of exemptions given from payment of fees and the doubtful income certificates being filed by students to get exemption given by government. The ministry has requested the IITs to cross check the income certificates with the help of Central Board of Direct Taxes.

On August 23, in the meeting of the IIT council headed by Prakash Javadekar, some IITs argued that the hike in the fee from 90 thousand to 2 lakhs did not help the cause of revenue generations.

Gautam Biswas, director of IIT Guwahati said, "Earlier fee arrangement of 90,000 was just fine. The new fee arrangement has to be looked closely due to many exemptions as to who benefits." The percentage of students exempted from paying fee increased to 33% from 22.5% after the hike.

Fee exemptions causing the revenue to fall

According to a five-year analysis done by IIT Roorkee, the revenue from students is expected to fall in long term. Almost 60% students in different IITs do pay less than 90,000, thanks to partial fee waivers. The analysis reported the revenue to fall around 10% in next few years.

"There are far too many exemptions in the current fee structure. This is bringing down the net effect of the fee hike," said Sarit K Das, director, IIT Ropar.

Devang Khakhar, director IIT Bombay said, "The fee should be hiked. At the same time, no student should be denied education because he/she cannot afford."
